For starters, the logo was designed by Ruth Kedar. The logo is also based off the Catull typeface. On the topic of why Google picked those four iconic colors comes from a recent interview from Kedar. She states, "There were a lot of different color iterations, we ended up with the primary colors, but instead of having the pattern go in order, we put a secondary color on the L, which brought back the idea that Google doesn't follow the rules" Quite interesting really. Pertaining to why Google chose to put those colors where they are today may be because the letters are assigned a color based on their position. Let me explain, letters 1,2,3, and 5 are all prime numbers and all have distinctive prime color associated to them (blue, red, yellow, and green). While letters 4 and 6 are not prime numbers and have "repeat colors" that have already been used (blue and red). If this pattern were to continue, number 7 should have a prime color. While numbers 8,9, and 10 should have "repeat colors" in the established order: yellow, green, and the same as 7's. So on and so forth.
